The document is a brief overview of key SME policy measures taken in 2009 in Russia, following the adoption of the new law on SME support and other relevant government initiatives at the federal and regional level.
The public state support measures concern financial support to SMEs, for example, grants to start-up entrepreneurs, development of microfinance, establishment of guarantee funds, subsidizing interest rates on SME loans and leasing. Other support measures include support to start-ups, establishment of business incubators and their support; establishment and development of venture investment funds; support to export-oriented SMEs. Additional SME support tools include business training and education programmes; support of innovative and industrial SMEs; support of municipal (inter-municipal) SME development programmes; energy saving programmes (training, subsidizing costs); establishment of industrial parks and technoparks; support of young entrepreneurs; establishment and support for EuroInfoCentres in Russia.
